Ok... I feel that the bug has been fixed. Actually, it was "fixed" before, but I wanted to go the extra step with this bug and really look at it with a fine toothed comb to make sure it does not pop up again as opposed to a quick fix like I have done the other times.
When filling in a gap in the database if row "0" is not present then "0" will be the next row created. If row 0 is created it will no longer break the blog. Row 0 can also be deleted now where before it could not; the delete button would not be present.
I'm glad this has been fixed. I'll do the same with the other tables if this issue pops up with them. I am not being pro active with this bug because I am tired and it takes a bit of scanning to get this fixed. I may look into this more closely tomorrow. Tomorrow is my day off.
