fixed a bug in the news item submit file where new tags had to be submitted twice before being recognized. This was a very elusive bug that required a lot of editing. It most likely exists in the article submit file as well. I'll try to get to that one soon. Unfortunately it is somewhat more complicated than a simple copy and paste with a few minor edits.
I feel like after all of that editing the script should be significantly larger, but it is actually several lines shorter.
