Ok, surprisingly my latest idea to repair the forums worked dramatically well. I went into phpmyadmin and dropped the old phpbb tables and then renamed the backed up tables with the one that was previously used.
I had tables with the prefix of phpbb and phpbb3. I dropped all of the ones with phpbb and then renamed the phpbb3 to phpbb. The board looks great now
The forums have been unlocked, but the spam prevention is only minimal at present.
