Well, for good or for ill the banner is now sitewide and in CSS. For ill because in order to get it to work I added a div statement after the banner without closing it. Still, that is one step in changing the site over to CSS and removing the HTML.
Again the reason for the change is so that I can have greater control over the layout of te site, reduce code, do more tricks, an make it easier to use and alter.
