Added the list of tags currently being used in all of the articles to the article new/edit form. I also fixed a few placement issues that had been problematic for me in the past like "summary" title being positioned too high. I notice this does not look quite right in ie, but I figure this is an ie issue. This is an upgrade only. No bug fix today.
